This project is about turning 200+ pages of dense, unstructured policy documentation into a searchable, colour-coded digital reference tool that helps Health Canada managers find critical information quickly in time-sensitive situations.
Why This Project
Health Canada’s managers operate in a high-stakes environment where decisions often need to be made quickly—and those decisions rely on accurate, up-to-date policy information. But the department‘s policy documentation was organized for archival purposes, not for fast retrieval. Managers didn’t need a better filing system; they needed a way to find the right information at the right moment, without having to read through pages of content that wasn‘t relevant to their immediate situation.
The project was driven by a simple operational reality: when information takes too long to find, it might as well not exist. Health Canada needed a tool that would put critical policy guidance at managers’ fingertips—reducing the time between “I need to know” and “I know.”
The Complexity
Information Overload
200+ pages of dense policy documentation, unstructured and difficult to navigate.
Search Difficulty
Managers needed quick access to critical information in time-sensitive situations—but the content wasn‘t organized by scenario or task. The only way to find anything was to flip through pages or rely on keyword searches that often missed the mark.
Time Pressure
In emergency situations, slow information retrieval directly impacted decision-making speed and accuracy.

What I Did
Tech stack: Brightspace LMS, HTML/CSS/JS, Photoshop, Illustrator

Visual Zoning Navigation
Applied colour-coded zones to different scenario modules, helping users visually identify relevant sections at a glance.

Search Functionality
Embedded keyword search to support fast, targeted information retrieval.

Restructured Information Architecture
Reorganized content around “what managers actually need to do” (business scenarios and task types)—not around the document‘s original structure.

Multi-Device Access
Optimized for both web and mobile—managers could access the tool from their desks or in the field.
Impact
The tool was deployed to over 10,000 federal employees across five Canadian regions, delivered two weeks ahead of schedule. Post-launch feedback indicated that managers were able to locate critical policy information significantly faster than with the previous documentation system—reducing search time from minutes to seconds in time-sensitive situations.
